Urban integration of an informal area, Medellín, Colombia
The unique strength of the winner of the Holcim Awards Gold 2008 for Latin America lies in its comprehensive approach to reducing slum formation in the urban context by
minimizing
poverty, providing education and improving environmental sustainability. The project leveraged the MetroCable infrastructure as a catalyst to refurbish and extend the road network and public utilities, construct health, education, and sports facilities; and implement social development programs. The main development strategy strengthens self-responsibility, community participation and inter-institutional coordination.
The project benefits from generous financial and technical support by governmental authorities and various NGOs. The Communa 13 Integral Urban Project (IUP) is created in stages to enable the project to be implemented as funds become available. The approach considers the configuration of urban centers, the connectivity between urban centers and the land, and planning for new residential developments to relocate and adequately house the informal population.
