The aim of this project in the city of Oostkamp near Brugge in Belgium, was to transform a former Coca-Cola factory into a new City Hall and Civic Center. Instead of demolishing the old structure and recycling the building materials, this sustainable design reuses the space itself and its technical infrastructure – to reduce costs of construction and embodied carbon. The price per square meter building is one-third of the usual for buildings of comparable function, because of the radical reuse of the existing.

The building opened in 2012 and uses a smart “thermal onion” design to reduce ongoing heating costs to deliver a well-positioned and integrated service hub to Oostkamp’s 22,000 residents.

By keeping and transforming the vast industrial hall, a sheltered interior public space was created that is wrapped in a “luminous landscape of white clouds”. Thin shells of GRG (gypsum and fibre) span the large space like huge soap bubbles. They are only 7mm thick. Within this interior landscape, a set of modular clusters provides the administrative services and spaces, designed to facilitate the relationship between citizens and administration and to provide transparency.
